Seed pods that are green, freeze in frost. The very dry pods do not.  Gathering mostly ripe pods before a heavy  frost and ripening(really just drying them) them, works. Yes, there will be a  lower germination rate but since seeds in a pod ripen at different times, some will be ripe. One sprouting seed saved from the seed pod has yielded many famous dahlias. Zorro was  from a "one seed "pod.  Spartacus was too and the now deceased breeder told me that.
