Sidehill Trishie might be kinda close. I’ve not grown it, but have thought about trying it after seeing some gorgeous pics. Probably not milky enough, though.
Also consider Westerton Lillian (not to be confused with Hamilton Lillian). I’ll try to attach a pic I took of someone’s gorgeous entry of it at a show. I’ve seen pics with the yellow being brighter, so the softness of the yellow may be variable. (And my pic is already a slightly brighter yellow than your Sunrise pic, I think.)
I appreciate the hint of almost parchment or beige color to the bloom in your photo, and that is hard to find a duplicate of.
My early blooms of Break Out approached that color combo, but not as much beige.
I’ve seen an odd Coralie bloom or two also in pale yellow with blush.
Sheer Heaven & Day Dreamer the colors are too bright.
Lakeview Peach Fuzz is definitely different but brushes up against this color palette, and was an amazing color compliment to so many bouquets. 
I think some blooms of Tahoma Thimble also give a bit of the creamy parchment vibe. I find Platinum Blonde one I turn to a lot for soft creamy yellow. I’m excited to grow Zwink this year for its mix of creamy (though not yellow) parchment with lavender. It has those “pin stripes” like the one in your photo, Rouque Starburst, or Diana’s Memory, that can add to the parchment color effect. Sometimes Zwink’s pinstripes look outright brown. Sandy Boley shared a pic of a seedling she doesn’t care for much that has those brown pinstripes, too. I personally would love to see more dahlias hybridized with brown or parchment colored pinstripes…it could result in some really fun dahlias to arrange with.
