You generally must add yourself to that sort of mailing list. If you go to the Cowlitz homepage and scroll down almost to the bottom there is a newsletter sign-up. If you already did that, then it could have ended up in your spam folder. It's also really common for the confirmation emails, if there is one, to end up in 'spam' and if you don't click the link in that email to confirm, you won't be added.
