Replace them both. Robann Royal is normally so vigorous and easy to grow and makes a million tubers that it is cheap and easy to replace. And if flower is open center all year dump it and do not replace it unless you know of some stock that is not open center. Some varieties bred in cool climates have open centers in hotter climates. 
This first year seedling is typical of many that we cull after the first bloom., except now that we are much older, we leave them in the ground to freeze.
